Portsmouth hosted high ranking officials from Russia during the 1990's to support the United States' nonproliferation of high-assay nuclear military agreement with that country. During this period, countries would send experts to one another's uranium enrichment facilities to ensure that high assay operations were in alignment with the agreement. On at least two occasions, Russian officials visited Portsmouth for inspections.
